The program cannot accept applications for sponsorship from refugees abroad. Refugees for the BVOR program are referred by the UN Refugee Agency (UNHCR) and selected by the Canadian government based on a specific set of criteria. Refugees cannot apply\, and sponsors cannot name someone for this program.
